Well, if there's one pokemon I think I want to use the Uber Capsule on, it's probably Kingdra. Get to swap between Swift Swim and Sniper at will when we've got a Rain Dance user on the team? Yes please!
Plus, Damp is cool if things ever try and explode.
But before I make a final decision, what other benefits do Swift Swim and Damp have in this campaign, Windos?
Swift Swim gives a + 2 Evasion and Atheletics while Rain is up, and prevents the user from being Block or Binded. Damp adds + 1 Damage Dice to All Water type and Electric type moves (And moves that are related to Weather), - 1 Dice on Fire and Ground moves, and acts like a Damp Rock in concerns to Rain while user is out on the battlefield. You lose your resistence to Electric type moves due to Kingdra being extra conductive, and Heat Wave/Scald/Sunny Weather/Heat Base moves that are not explicitly Fire type (Except Heat Wave) cause interesting interactions with ability.
Heh. That's actually quite clever, turning Damp into a pseudo Damp Rock. And I'm sure even with Damp, Kingdra would find all sorts of interesting ways to get set on fire...
Alright, so that's Kingdra...know what Intimidate does...how about Unnerve and Limber?

Limber just straight up gives you + 1 DEX, while Unnerve prevent
ANY and all Held Item use, including the user's allies (Essentially Perma Magic Room). Using the Uber Capscle on Kyubi would grant access to her regular Abilities/HA .
Remember that Reiner gets 25% off on Contraband Items like drugs, so $3500 Poke cost of TGMS cost only $2625 , and their are always plenty of opportunities to gain lots of Poke in this campaign!

...and you answered one of my unvoiced questions. Heh. Good job. Think we're probably going to be sticking with using the capsule on Kingdra, though. Lots of versatility to be had there that works well with Yang and his Rain.
And as interesting as Intimidate plus Petrify sounds on Arbok (-1 Strength, -1 Dex, and -2 Initiative. Ouch), I think Kingdra deserves to get a little special something since Arbok has an awesome Mega and Weavile is going to be a dragon with some cool new toys of his own later. (oh, how ironic that Reiner commented on Weavile acting a little like a dragon earlier...)

True, but the reasoning still holds. While Reiner does have another $7500 coming in from Shed Skin at a minimum (and Archie's accounts to fall back on if things REALLY fall through for some reason), he wants to stay above the 20k mark, just in case, unless he REALLY needs to dip under.
Still, nice to see that the Lightspeed only costs $1500 with the discount. Gonna stick with the single Lightspeed purchase for now.

Great Idea, since I have a few exclusive moves fro Draco Weavile in the future, which I think you are going to enjoy.....
Nope, Damp acts as a AoE effect, meaning that all Allies (Including user/ability holder) AND Enemies benefit and suffer from its effects if they are within range (Which they typically are, unless they are trying to snipe you). It makes the whole environment humid, not just the immediate area around the user.
