Aww...thats a shame to learn Gengar have refuse the offer...been in a difficult battle just for Super Potion and Anti-radiation items its cool but have another pokemon in the party would be cool. Imagine the situations those two could get. I think Gengar should join Arial party.

Mate, that Gengar only exists because its former self, a human National Guardsman, died a tremendously violent, agonizing death AND ended up utterly scorning + hating the entire world enough at that point to curse it with all with all his heart and SOUL. A SOUL that is able to self resurrect as a Ghost type/Revenant is not the sort of Pokémon a Trainer can or SHOULD normally own, as its usually a tragedy/disaster WAITING TO HAPPEN. To say nothing of the fact that Gengar boldly declared it wants to do BAD THINGS to Arial if they win the duel....why WOULD Arial want to take such a being in with open arms?

If your Pokémon is a feral beast or not so smart, the XP cost rises accordingly. Having Insight Surprises on a Pokémon can make the PCFCCUHLS Surprise cheaper, and having high enough personal Insight on a Pokémon will have them learn how to act more Human like automatically, but that takes a Loooooot of Insight Surprises.
I could say that Melchoir can learn Assist as a Surprise, though, but I'm not sure how much XP that would cost him yet. He's a Cat Pokémon like Felicia and Delcatty, the two most promenient users of the Move I can name on the top of my head.
I'm sure Weavile will get there eventualy. Or he could also learn Assist.
Here's the full list of Assist users:
Skitty and Delcatty (Level 19-31, depending on the game)
Glameow and Purugly (Level 29)
Purrloin and Liepard (Level 6)
Feleng, Felunge, and Feliger
Meowth and Persian (Egg)
A-Meowth and A-Persian (Egg)
Drowzee and Hypno (Egg)
Sentret and Furret (Egg)
Sneasel and Weavile (Egg)
Spinda (Egg)
Chimchar, Monferno, and Infernape (Egg)
Espurr and Meowstic (Egg)
Minicorn, Kiricorn, and Oblivicorn (Egg)
For all of the ones that get it as an Egg move, the exp cost would be a mere 16 since Purrloin/Liepard learns it at level 6. (I think that's right...)

Because he is a madman? And a crazy person? He even accept Sekmet who is a living Nuclear Reactor, capable of corrupt any living pokemon who is not Steel and turning any area into a literally dead zone with his most powerfull move (Fissure). But I understand owning a vengefull and wratfull spirit would be a really bad idea...but would be still cool to have a talking pokemon too. Or a ghost. A ghost in Arial team would be cool.

If you want, Weavile can learn Assist right now. Its not like he wouldn't benefit from the Move, both orthodox and unorthodox wise. You'll have to choose what voice he uses to speak with, and once chosen its going to stick, like Felicia using her old Master voice.
I would say that Melchoir could learn Assist for 30 XP, unless it happens to be an Egg Move that its previous Evo could learn but can't due to it not being enabled.

I'll keep that in mind.
I don't recall Assist being on Orchynx's list, unfortunately. Just Feleng and Minicorns'.
...I honestly have no idea why the fae horses are able to learn Assist, either. Chimchar is kinda random too since it's the only monkey out of many to get it.

It would be awesome to see Melchior talking. I think I will teach him Assist in the near future. Is Gaspar capable of speaking human language too? Since he is a Mimic Pokemon, maybe he could copy the human language to be capable of talk. And maybe because he is more "insightful" and smart then most Duplicats. Since he have +1 in insight, so that could be a excuse to be able to use it.
Another excuse would be Gaspar using Copy Cat. He can copy moves, so why not copy voices too with move?
Copycat would mimic any speech/words he's heard in a sort of 'jumbled up' way, but not allow Gasper to truly SPEAK. Transformed Pokémon can't normally speak Human talk, and the same goes for Illusion Pokémon unless they have a Telepathy Surprise. I would say that Gasper could learn Assist for 16 XP, though.

Not sure why the horse get it, but if the Chimchar line is based partially on the legend of Sun Wukong, then a reason why the line learns it could be an obscure reference to the fact that its inspiration was forced to 'assist' a monk as they traveled. Its a tenuous, loose connection at best, but its an explanation none the less!

Well, I suppose that's kinda in line with the move's Japanese name being able to be (eventually) linked to the phrase 'I could use all the help I can get'.
Still doesn't explain the horse, though. Ah well! Let's just say it's 'cuz they're
magical unicorns!
