If Shiva's guess is right, this shouldn't be enough to free it, but she's curious whether it works and what happens - and just in case this Nucleon attempts to attack, Azu is protected from additional effects ( =nuclear radiation) via the Ancient Shield.
Heart set Iron in himself for better protection. He also summon Quetzal and Lancelot. And also summoned the sphere of light and give to Shiva once more. "Let's go then. Lead the way Shiva."
Right. Rock Smash can't bust through worked steel. (CUT can, though). Doesn't look like the cages are hooked up to any alarms, though, so Azu's attempted jailbreak has no net effect.
Humm, alright. No alarms on these cages, that's very good to know.

Then it's now Primal Espeon's turn, I like to imagine that his display of this move solely utilizes his psychic power instead of any physical force; a bit like Psycho Cut: Espeon concentrates, then a sudden blade slices through that worked steel padlock of the cage holding the skeletal-paw'd-Nucleon. Can he possibly cut through that shimmering force between the bars of the cage as well?
Naturally, Primal Espeon will be protected from additional effects ( = any nuclear radiation) via the Ancient Shield during this, we others wear hazmat suits.

Ventus, upon noticing that his dearest was about to command her Primal Espeon (Such a fascinating creature....perhaps he'll study it in the future, with her permission) to free the detained Nucleon of questionable trustworthiness and safety with what looked like the makings of a CUT Move (He studied the DEOXYS PRIME Fight footage), he immediately intervened, getting inbetween the savage looking purple fox and the cages, looking very admonishingly and.......with extreme[i] concern at her.
"Dear......I [i]know you care about these Nucleon, and only want to do what you think is best for them, but I currently do not believe it would be a wise idea to release them. At least, not without extensive therapy and recondition to be more respectable to humans and their advances first at a more secure facility with ample safeguards and corrective measures against their radiate capabilities. These creatures have been horribly confined for Reshirim knows how long and suffered an unknown amount of abuse and neglect by the hands of those abominable mages, which, speaking my experience handling and caring for Disobedient Pokemon that were in varied condition and settings, typically leaves Pokemon like them ill disposed towards humans and therefore more likely to negatively react or lash out at them for even the slightest thing. Given that these Nucleon are Nuclear Pokemon and your Shield can't protect everyone or everything at once or quickly enough.....releasing them now could quickly cause a disastrous situation that will almost assuredly spiral out of our control.
So again I reiterate thus; please don't release them all. Let the League deal with this bunch, and if you feel the need to be certain they'll be treated well, request that you are to be allowed to rehabilitate them in a safer, more controled enviroment. Please, my sweet gift from Reshirim and Zekrom....."

You can easily get a signal when you leave the underground portion and are back up on the beach.

Where to next? Of the underground lab complex, you have not yet visited the corridor leading to the sound of waves, nor any of the elemental doors that seemed connected to the rune-traps. Or is your mission here complete?

"Huh, it kinda goes deeeeeep down there it seems... It's neat that we've got the power of Dive now, isn't it?" Is this cave even passable if we use that metal railings as guidance/for stabilization or is it flooded?
You head down into the sea cave, and find it has been fitted with docks, little stations or shacks, lights, a surveillance system (broken), catwalks, and workshops. It looks like there even used to be little shops down here.
The most important thing in the room is the NUCLEAR POWERED SUBMARINE docked at one of the steel catwalks. Looks like a top-secret project, and there are some guards on the far side of the big cave, which looks like it leads back into the undestroyed part of the facility.
Dear heavens. All suddenly 'evolved in the submarine' as stated in that logfile makes so much sense.
Humm, these guards - They haven't noticed us yet, haven't they? Is there enough space and opportunities to hide from their view when taking photos of that submarine without being noticed? Does it look functional/finished, worked on to be made functional or like an abandoned project?
