You could, but it is advisable to breed your own pokemons from what you have received if you want to fully control your pokemons' stats. Don't worry, the more you breed, the easier it will become.

Oh, you haven't seen me angry yet. This is simply a typical example of the old proverb "Shakes trees, scaring monkeys". Basically, if I go waaaaaay overboard on someone, other people might see it, don't want it being done to them, and won't make the same mistake, you're just one of the unlucky fews who end up being picked as "trees". It's kind of what I do when I'm bored and after I've seen enough people making the same mistake or after a period of time, and the "higher ups" you spoke of are all familiar with my over-dramatic-ness, so I'm pretty sure they're just playing along

Oh no all the pokemon I have been given are fine for me, its just the pokemon in the game that i caught are really really bad at least my rng with it.
