I think I have a plan to deal with the Confusion, though.  So let's see how much the dice like me this time...
Then I'll use the 1.2 Version of Confusion then, since it makes it both more powerful and clearly defined! It synergize well with Paralysis and Pain Modification, so its pretty easy to subtract - 6 Accu from any opponents attacks, which is devesating no matter what stage of the game you are in! Which now that I think about it....hmm.

Also thinking about it...Light Screen and Reflect are rather OP for the same reason Mirror Coat and Counter would have been without Iron's ruling on them...should we apply the same ruling to them for a similar reason? (it doesn't actually affect anything that happened in the fight so far, since Light Screen was used and the only attack that's actually done damage so far is Acid Spray, which would suffer from the damage penalty caused by the move)

Hmm....I'll allow this change, since even I thought having a -1 Resistance to all moves would be rather lousy for those that take advantage of it, and quite powerful if you bother to get Mew Reflect and Light Screen from somewhere in the city. Well, now Physical and Special moves have distinction in our games once more!...just in limited and situational cases.

They will not stack in MY game, though. You can have Light Screen + Reflect up or Aurora Viel, but you can't have both up and stack their effects. Aurora Veil takes priority , and ends once the user of it faints, so that if even if Hail is perpetual in this game if summoned by abilities, the shield will eventually go away. Light Screen and Reflect are on the field for a set amount of turns, but only Brick Break or Defog can get rid of them (As well Aurora Veil) . Such is the way I will balance the moves in my campaign.

I think the writers just forgot to include the 'lasts 4 rounds text' that usually tacked on to turn timered moves from the games.  Which is quite, quite silly of them, all things considered.  

And the turn timer is there for it because the length of Aurora Veil's effects are independent of the Hail's duration, and the duration of them can be extended by holding a Light Clay.

While I'm thinking of it, got some stats for Heliolisk (Raijin), Breloom, and Shiinotic? And Growlithe as well, I guess...you know, just in case they're used for whatever reason. I'll probably start listing them in the PC storage tab (though I'll probably rename that tab to Rocket's PC...)

:Raijin:
HP: 8/8
Surprise: + 1 Vitality, Total Calmness in any situation
Moves: Its base evo's Evolved list, Grass Knot, Dig, Thunder Bolt, Volt Switch, Bulldoze, Razor Wind, Electric Terrian (Egg)
Ability: Solar Power - +2 Damage Dice to all attack, + 1 Channel, - 1 HP per round, even when fainted; damage can be negated if it goes underground or finds some form of shade before the round ends

:Breloom:
HP: 8/8
Surprise: + 1 HP
Moves: Spore, Dynamic Punch, Mach Punch, Worry Seed, Drain Punch, Bullet Seed, Mega Drain, Stun Spore, Tackle, Absorb, Facade
Ability: Technician - You know its uses
Note: Will obey you completely, since it does not want to be turned into wood pulp; will not assist in criminal acts (At least not without some 'Incentive' from Team Rocket, since it violates their code of honor.

:Shiintonic:
HP: 7/7
Surprise: + 1 STR
Moves: Spore, Strength Sap, Moonlight Blast, Confuse Ray, Energy Ball, Reflect, Astonish, Flash, Ingrain, Absorb, Dazzling Gleam
Ability: Illuminate - Does as described in core book, but can be triggered to draw attention to itself, forcing foes to attack them first before anything else. In addition, Flash and Dazzling Gleam both gain the ability to Temporarily Blind a target (3D6 for DG, and 5D6 for Flash) for 1 (2 for Flash) Round(s), while DG gains + 1 to its Damage Roll while glowing.
Note: Will obey you completely, since it does not want to be turned into plant pulp; is far more willing to conduct illegal acts, given its mischievous and dark fae nature.

:Growlithe:
HP: Base + Vitality
Surprise: + 1 DEX
Moves: Base Moves, Firethrower, Agility, Morning Sun (Egg), Close Combat (Egg)
Ability: Intimidate - Does as describes, while adding + 1 to Intimidate and lowering the target's Initiative by 2 (Not DEX or Survival).
Note: EXTREMELY LOYAL TO FORMER MASTER, so do NOT release it unless you want a battle on your hands. Can also increase its rarity by using a Fire Stone on them, but it must be applied to them while they are fully awake and pain free.

Welp, I'm gonna go catch some Zs now. Hopefully I won't be ultra busy at work again later today...

I assume Breloom and Shiinotic both have a value of 2 pokemon as far as the quota goes, right?

Yeap, both Pokémon are worth that much! Since they are someone else (Technically, since you stole them) you CAN  freely switch from your stock of pilfered Pokémon, but its not a great idea most of the time. Breloom won't help you out at all, Raijin isn't motivated enough to give a damn about battling, and Growlithe will outright try to maul you once it figures out its situation. Shiintonic is just about the only that will help you out willingly, but since its naturally disobedient, you have to make it worth its while. Threatening its life will do the trick, but it won't give its all in battle under that type of pressure (Spore and Confuse Ray will be locked until 2 Loyalty is gained naturally).
