Maybe that's an idea we could explore more later, yes. Developing Reiner's backstory and subsequently integrating it into CCV seemed to work decently well, tbh. I'm so going to enjoy my time with him, even if he gets into trouble with that attitude of his! Concerning what style the Trainers are in Snowpoint, I think they lean more towards Inuit, given that half of them clearly sport the black hair/eyes I mentioned. But hey, that's just my interpretation of things! Also loved how everyone just said 'Nope' to messing with Ran. Just solidifies his reputation as the 'don't mess with me' man! Hopefully he won't end up causing trouble for Nurse Joy, though, as that's not something either of us want for her. There's a fisherman in a house in the Battle Zone who trades the player a German Magikarp in (the English versions of) the games. That was part of the way they advertised that the Gen 4 Pokedex could display (select) pokedex entries in other languages if you obtained a pokemon from a different region of the real world (typically via the GTS). That's why I don't have to come up with any particular reason why Randolph is of 'Germanic' desccent. Most international trainers stay in the general vicinity of the Battle Zone, though, or visit more touristy areas of the region, so there won't be many of them in Snowpoint.
