What would be a good PVP moveset for a mega whimscott?

If you have the time, check out the wiki page on it. Looking at its Mega Abilities, stats, and movepool should give you a good idea of what you can make of it.

Honestly Mega Whimsicott is more unique than the other megas in the game. It's one of the few Megas that you probably DON'T wanna mega evolve immediately to make full use of his non-mega ability, Prankster. Mega Whimsicott meanwhile, boasts better defenses and has a new ability, Regenerator which recovers its HP for every time it switches out by 30%.

Here is a basic set that I would run and recommend:

[Pivot/Hassle set]

Mega Floofball w/ Whimsicottite
Nature: Timid
EVs: 248 HP/252 Sp. Att/ 8 Speed

Eh, just giving ya a basic spread. I havent tested the EV spread yet, but distributing them around HP, Sp. Att, and/or Speed is generally a good idea in this set.

Taunt/Leech Seed/Tailwind/Knock Off
U-turn
Moonblast
Giga Drain/Energy Ball

As I stated earlier, Mega Whimsicott is probably one of the few Megas you don't wanna Mega into immediately thanks to its super-usable non-mega Ability, Prankster. Send in Whimsicott and proceed to hassle your opponents with Taunt or Leech Seed before they get to you first thanks to its Prankster ability; and then proceed to Mega Evolve the next turn if you so plan to attack the next turn or U-turn out to safety while making use of Regenerator. You can opt to learn Tailwind instead especially if you are planning to use Mega Whimsicott in Doubles, of which Moonblast can be replaced with Dazzling Gleam if you so want a better AoE move. If you prefer Knock Off over all of the options I have mentioned, then feel free to Mega Evolve immediately as soon as you sent it out.

Do remember that Mega Whimsicott can easily heal itself via switching out or U-turn, but you can opt to learn Giga Drain over Energy Ball if you want to sustain yourself longer XD

All in all, Play Mega Whimsicott well, and I reckon it will be really hard to kill that Mega Pink Floofball ^^

So the shiny mega seems to have light blue flowers instead of the light pink ones, right? (only found a backsprite, Uraniums wiki is no help in that case since it doesn't display the sprites somehow... *shrugs*) .....d'awwwwww <333 Congratulations for owning one.

It would match so well if it'd be Grass/Ice instead of Grass/Fairy, but change the type of its shiny form would be a bit too much efford to take, after all the shiny is nothing more than a colour change *sorry my shinies, for saying it in a bad way*, in contrary with the change of it's whole design once it megaevolves.

Does it have method to breed with Encore in this game? It's also useful before mega evolving.

Speaking of normal Whimsicott, it learns Worry Seed. Use it against Nucleon with Prankster, and furious radioactive beast turns into cute mammal spamming normal type Hyper Voice, which isn't even a STAB move. Of course your opponent will switch it, but then you have one free turn. It's more of a move for normal Whimsicott not Mega one, but if everyone used Nucleon in competetive fields, then it might be worth it.

As for the Mega evolved form, I just suggest the set Reeveelution recommended. After you Mega evolved, send in against enemy you are good against, attack once, and flee as your opponent switches. With great resistance, great ability and nice bulk, it's one great Pokemon for cycle battles, where you and your opponent switches a lot.

As usual, Encore is an Egg move in the game and I'm still not certain which mon learns this. If anything, it will just become an excessive line of chainbreeding to get Encore on Whimsicott... Now to get out our Sketch Raffiti I guess XD

Worry Seed is a great idea. The flaws you've already pointed out is definitely going to be a problem, but you did give me ideas for the my guide that involves Whimsicott. Good abilities are everywhere in this game, and disabling them before your opponents can make use of it is really a brilliant idea. I'm nowhere close to making one yet though, so I hope I dont disapoint you XD

I did however, have plans to use Mega Blue Floof in a Doubles Team I am making... gonna make it all blueish-green theme'd for the fun of it ;3
