When i push the down arrow it goes right back up. how do i fix this?

When you push the down arrow, what goes right back up? The cursor? Are you talking about the initial selection menu?
When JV and Twitch first built the new mouse navigation system, this would happen to me sometimes. Make sure your mouse cursor is far from the game window. What may be happening is the mouse is pulling the arrow up even as your keyboard pulls it down.

my mouse is no where near the game window. it will still act as if im pushing the up arrow as soon as i push the down. it will not let me change any options except for music volume.

If you press F1 there are some keyboard options you could try. I don't think that's the problem you're having, though.

Got it. So is that at the beginning of a new game, or in an existing game?
I just tried clicking on those options with my mouse and that worked. See if that works for you as a workaround.
