I can push the down arrow however it goes right back to the top. can anyone help me fix this?

Can you clarify what you mean by "back to the top"?
Make sure you haven't moused over the screen. In e.g. a pokémon battle, if you mouse over the attacks then take away the mouse and try to use keyboard, it sometimes flicks back to the last attack the mouse selected.
