Hi ! I recently got badge salca, leaving the city my rival fights me and wins. Now he's not out of town anymore, so I can't fight him and have HM surf.

Looking at that Rival event, he should ONLY disappear if he gave you Surf. Triple check your Bag to see if you have the HM.
