Is the Actan encounter prior to the championship and after seperate encounters?
By that, I mean; if you fought a normal Actan and had it join your team, once it leaves, does the 2nd encounter have any chance to be a shiny?

Don't forget about status effects! Burn, Paralysis, and especially Sleep really go a long way in catching it!
