What is the easiest way to get max IV mons? I am in the middle of victory road and my strongest pokemon have bad IVs and I'd really prefer to have a different mon that I can properly EV train too.

Gotta breed pokemon if you want to get max IV mons of your choice. It's a simple but rather involved system.
Do note that max IV pokemon are not required to beat the story. NPCs don't typically have EV trained pokemon and only rarely use held items, so a player piloted team usually has a few advantages regardless of how strong the mons actually are.

Either breed yourself to max out the IVs gradually like Dragonstrike said, or - if you already know which 'Mon in particular you want - ask here or in one of the Uranium-themed Discord servers for someone to trade you a high-IV exemplar. Most Breeders are more than happy to give you one of their stock for basically free.

I get a lot of bred pokemon from the wonder trade. o-o' Like Gargryph. of course I never have ANY idea what I'll get. might b a random junk 'mon might be a mon that's super rare with nearly perfect IVs. I also got a Volchik.... which have very limited availability.
