I think you have to beat the Championship a second time to get it. Can't confirm though, since I don't have it either, but I'm fine with that.

I can confirm that you have to beat the Championship a second time, after that you pick it up from an NPC in Legen Town.

Seems like a bit out of the way to obtain the HM slave free mode of flight, but who am I to argue with the devs decisions, though...
