Yes. None can predict where they'll appear. They're an urban Pokemon though.

No point in using it if you already have +1 Defense from Eviolite, really.
Though I suppose you could potentially use it after Weak Armor has been triggered to nullify the -1 Defense...but the main question I'd ask myself in a situation like that is: is that really necessary when you'll still have 5* Defense?

You have a point. Okay, then go with Tailwing who is a move D-Onix learns instead of Mud Sport (who costs 0 XP)

Or maybe not since Weak Armor increase Dex already...but 2 more in Dex its too much good to refuse.

Ya know, I completely forgot that D-Onix gets Tailwind. Provided they behave themselves, would it be okay if I borrowed them later to tutor the move to one of my other pokemon?

Unlike other sources, Ability based buffs stack with other buffs. You want an Onix with +3 Dex for 4 Rounds in exchange for only -1 Defense (provided you're hit with a contact move of course)? Well now you can have one! 
He'll be moving faster than Calam (and now also Floatzel) currently does! Temporarily, and it isn't factoring in Quick Attack at all, but he'll still be pretty darn fast during that time Tailwind is active!
