When I run the patcher it takes ten seconds to do something and the error message that shows up is: "Failed to get /Patches/patchlist.html"

There are a couple reasons that can happen. One is that you are on the version of the game created by the original devs - so make sure you are downloading from a link in this forum, or a recent link on the pokemon uranium subreddit.

Welp, I sorry I was not as good of help as I thought I would be...
Still, I would follow Iron's advice, and find a that latest version of the game that is already prepatched. I bet you can either find such a thing here on the forums (In the Rules and Official News Section), or on the Uranium Reddit (The side bar should have a hyperlink that leads to a prepatched download of the latest version).
