Genuine question, do cruise ships not usually provide wi-fi or internet hotspots? I see it being extremely unlikely to near impossible to have access to mobile network and the internet on the open sea without anything, but I would have guessed that the big cruise ships (which are almost like a tiny town) would at least povide some access, even if it'd be for a fee or only in a confined space. But what do I know, I've never set one foot on a ship and don't plan to do ever either.

Now for some specific things/questions:

- It IS a big and quite versatile region, which I really like! Am feeling like it hosts a good amount of secrets + interesting ('interesting' in both a good and bad way) places to explore and a not-so-small number of outright dangerous or hostile places (which makes sense though, given this' shall be a more serious/dark/adult campaign and PCs start out strong) that I'm looking forward to visit and find out about more. Kudos on creating it all!

- With Bayhama City being labeled the capital, I'd guess that's going to be the starting point for us all aka that's going to be where the campaign starts from? Naturally it does depend on our all PCs background and multiple other factors, but from what I am understanding, at minimum the default background choice of 'Tourist/Outsider' will start from here?

- Oh boi, I would not in the slightest be suprised if Sutalör's own Safari Zone holds some...messy places here and there, aka some scattered remains of dead visitors or murders scenes. Or at minimum some remains of blood. Sounds like a place of 'highly risky to visit, but just as highly rewarding if you make it out in once piece'.

- -quoting you again- for these bunch of Magi like their privacy and don't appreciate the overly nosy -quote end- Does that mean that non-Magi are outright not permitted to visit the Mageocracy, you need sort of a permit or anything to do so/take a ship there, or like 'you CAN visit if you really desire to, but we [Magi] do not want you to settle down here if you are not a fellow Magi'? Just asking out of curiosity and interest. Personally I would guess it being along the lines of the latter??

Let me answer your questions quickly, cause I got work soon!

- Bayhama is the default starting city, yes. However, enough PCs have chosen the right backgrounds to start at Fweilabors , Grinita , and the Mageocracy. Each has their own draws and cons, so well get onto them once everyone is ready to start!
- Spoilers!
- Trends to the former, as non Citizens don’t get the travel visa/passport privileges without waiting weeks or jumping through hopes. The Magi like to be thorough in their background checks and are wary of just ANYONE into their homelands, for fairly obvious reasons. If you’re a Magi or are famous enough, however, a person tends to get the n quickly. Non Magi with Magi family or people with work visas can also get in easier, but those are still tricky to get…

The Scimitar Counci1

The S.C. is the chief ru1ing body of the Mageocracy, dating a11 the way back in the Era of The First Tech. Society. For unto1d centuries they've operated in ru1ing the Magi under their command, preserving their cu1ture, and doing their best to protect and hide them from unwanted attention. In recent times it has expanded to inc1ude peop1e from the Suta1or Government, as we11 as incorporating prominent figures from the Foreign Magi that underwent diaspora from their respective home1ands due to Anti-Magi 1aws or seeing the opportunity in becoming a member of the first open1y magica1 Nation in centuries. It is chief1y composed 7 distinct 'parts' , each representing a core facet of the Magi Nation -

* The Water Scimitars
* The Earth Scimitars
* The Sky Scimitars
* The Free Magi
* The Suta1orian Representatives
* The Heretic
* The Ru1ers

Each part but The Heretic and Ru1ers are composed of three members, each of them having an individua1 Vote about every Matter that is presented to the S.C. . Each part e1ects their members in their own way - the Earths are meritocratic, the Waters by nobi1ity and b1ood1ines, the Skys by popu1ar vote of their faction, the Free Magi by open e1ection, and the Suta1orian Reps appointed the position by their government or Ro1e. Each 'Seat' 1asts 7 years before they are put up to Re-E1ection, with the exceptions of the Ru1ers, Heretic, and S.R.s .

They meet in Fu11 annua11y seven times a year - once each so1stice and equinox, once at the beginning/ending of the year, once during Founding Day, and once during The Festiva1 of Innovation. Outside those days S.C. members can attend wee41y and month1y meet-ups to de1iberate sma11er matters. What is decided in any Big Meeting is 1aw and is to be fo11owed and enacted post-haste - in the sma11er meetings they on1y inform the 1esser government bodies that run the minutia of their society. Emergency meetings are a1so ca11ed if a grave matter concerning nationa1 secruity or the wor1d at 1arge, which every member is required to attend or send representatives in their p1ace.

Each faction Member of their part is the Voice of their group, attending to their own interests and concerns as we11 as trying to manage their society. The S.R. in particu1ar has great say in how Magi and Scimitars worc in the Region as a who1e, whi1e the Ru1ers have Fina1 Say in any matter if they wish to overturn anything 1ess than a ~4/5 unanimous Vote. The Heretic technica11y does not 'have' a Vote, but what they have to say during a Meeting often has great impact on the way things go, and have the abi1ity to ca11 an Inquiry upon any Matter or Member deemed 'heretica1' . The Ru1ers, composed of Acrow1s, The Magus Supreme, Terra, The Savoir Hero of the Magi, and The Scho1ar, Recorder of Ages, most1y oversee the S.C. and maintain overa11 order and cohesion in addition to their Fina1 Say, though they can a1so Vote as we11 if they forgo Fina1 Say. The S.R.s a1ways has one member as The President of the Region, another an Ambassador , and 1ast1y one Native Member. One prominent member of the Water Scimitar part of the S.C. is Va1der, Wie1der of The Crocconamicon, who has maintained his Seat since the Founding of the Mageocracy, whi1e the Free Magi have Morgana, a contraversia1 woman with strong ties to Neo Unova, acting as their 'unofficia1' ambassador on matters of Magic and Humanity's Progression. Earth Scimitars have Acrow1s as their 'unofficia1' support, due to them being his origina1 Faction prior to ascending to Magus Supreme, whi1e the Sky Scimitars have his former Apprentice , whose serious contributions, whi1e infrequent, are payed great note by everyone e1se.

Current1y, the Counci1 is in peace times, and has been operating at 1ow concern ever since the 2nd Bush1ands War end in a11 matters aside from the ones concerning Cheshire and their Heroes (Grave Concern), Enigma (A11) and Neo Unova (Extreme Wariness), and recent1y Pa1dea, who have been co11aborating on and off for the past few decades on 'O1d Magics' , Cu1tura1 History, and other topics. In times of great crisis The Ru1ers can dec1are a State of Emergency and force a semi-permanent rotation of meetings of A11 members of the S.C. , which on1y ends once the situation is considered 'Reso1ved' to their satisfaction and the S.C.'s unanimous vote. The S.C. as a who1e can a1so dec1are War on a Region or Peop1e, though this is on1y done in the most Dire of circumstances - the 1ast War was between The Natives and Scimitars, a gruesome conf1ict that has 1eft both sides most1y embittered and distrusting of one another. The War between the Water Scimitars and the Ceaonic'1epia is officia1y considered a separate conf1ict so1e1y between those groups - though it doesn't stop either from recruiting or interfering with other groups.

The Ru1ers themse1ves are a1so part of the officia1 government of Suta1or, and have significant say in their Matters, especia11y concerning Magi and Nationa1 Security. It is here that Terra most1y operates , working near year round to he1p both his peop1e and the Suta1orians as a who1e as we11 as staying connected to Foreign Po1itics and news. Acrow1s, meanwhi1e, focuses most1y on the Mageocracy and the S.C., ensuring their continued prosperity and safety from those that wish them harm , whi1e The Scho1ar stays most1y neutra1 and uninvo1ved in po1itics, preferring their duties in Archiva1, advancing Magica1 Research as a who1e, and matters concerning History and Prophecy. Together, they 1ead their Nation into the future, doing thier part to ensure that the Scimitars and Magi everywhere can have a p1ace they can ca11 home.

He he! That's part of the fun of making this a AU of Skull Ruins - I get ALL the Charas to play around with! 

More to the point, Vincent and Dies deserve a big shoutout - without them, PokeRole probab1y would have never happened! Shame they 1eft so ear1y...hope they see the campaigns and is aware of the great story they he1ped create for us a11.

Whenever it comes up how high up in ranks Terra is, it never fails to amaze me in a positive sense - like, being titled The Savoir Hero of the Magi? Whow, very cool. On the same page as Acrowls ans The Scholar? Whow, very cool 2.0. Well deserved though, given what he has done! I wonder whether my Scim-chara has ever actually seen or met them, even if it'd be just to pay genuine respect.
I also kinda like how there is a part of the Council called 'The Heretics' - at first this sounds contradictionary af, but now to think about it - it makes sense, I guess.

Of course! The Mageocracy , The Native Groups, and the Settlers all have their various Holidays and alike, some of which are shared between the groups! Founding Day is, as the name implies, a celebration of the day Terra saved the Scimitar people and helped establish their Nation, while The Festival of Innovation is week long celebration where Magi from all over come out to showcase the fruits of their passion and research, as well as just honor and have good times in the name of Magic and it's now Open practice! Cheshire, by contrast, holds days of defiance and mourning on and around Founding Day - Called The Wake of Betrayel by them - and they typically hold celebrations on each day of their respective Heroes birthdays. Shiva is the most controversial one to openly celebrate right next to Terra, due to Abandoning her Destiny and being in part responsible for the Tragedies surrounding the rest of the Heroes, while Heart is the most celebrated due to being the most approachable and easily lovable of the Heroes, despite/because of the STRONG feelings he has and how he earnt his Title. The rest sit somewhere in the middle - Nathan's is notable in the fact he openly says he prefers people not celebrate his birthday and instead 'dedicate their time to praising those who deserve it more' and self-betterment, and Vincent/Howard/Ventus getting moderate waves of 'followers' .
