$3000 is the expected profit of selling it, restored, to a collector. If Shiva does the fix, your profit will be $3500 (So you'd have to give the craftsman about $500 up front).
To someone who doesn't know what it is, it's worth less.

I forgot about Eelektross! Yeah he is imune to Ground as long Levitate is activade, and became a pokemon with no weakness. And have a majority with access to moves: Rock, Poison,, grass, dragon etc. I hope we find a Tynamo or Eelektrik :3
Mate, you already have a boatload of Disobediant Pokémon to take care of, and you want to add yet ANOTHER one to the list? Ventus at least has the excuse/training/mindset to actively seek out and properly care for them, while your's just wants to collect as many Rare Pokémon as possible. Which would include Disobediant ones, mind you, but not to the extent of swamping (Heh) yourself in them without bonding with the ones you already have.

It's still a very dangerous Pokemon, due to being aggressive and unpredictable.
You'd have to teach it how to produce electricity on its own and help it honing this skill - simply battling with a Tynamo will likely not trigger evolution.

What I can do? Its kinda good have a good bunch of Pokemon to have options in any ocasion about battle. But you right, perhaps I should make bonds with the Pokemons I already have. But lets agree with something: A Eelektross its a awesome Pokemon to capture it, with a incredible ability and no weakness :3 And its Eletric, one of the types I need in my team since I already have Fire, Grass and Water.

Well, that's the trick. How do you think you might go about teaching an Electric type how to do that? I'm probably going to end up having Grid interact with other electric types to try and get him to pick it up that way, but that's only one idea in any numerous amount of ways to get the pokemon to evolve.

Could expose it to lots of technology, could just work on training up its natural strength reserves, could probably even cheat and use a TM.

Cool... I thought that ritual of the Mamo would remind Ven too much on magic, but now he shows interest in it even. I'd be happy to try this ritual with Braixen! If the dust of Shiva's White Apricorn is enough to perform it twice, I'd be happy to share with Ven too.
RE: [Meta thread] Iron's PokeRole Adventure: The Skull Ruins - Iron - 11-28-2017
It's no more magic than using a Pokeball is.
Tandal will mention that the amount of dust used is 1 Apricorn's worth.
