I said "partially" not  practically there is a big difference. The general map is done but there are no NPCs or building interiors. That and there is nothing really interesting about the town yet. It has a Poke-mart, a Pokemon center and a few houses. There's really no reason to visit yet.

One pirate in disguise was inside the museum, inspecting things and mumbling something about the captain, though...

I noticed. I'm pretty sure it has something to do with the supposed attack in the post-game.

One of my wishes was for my not-nervousness after getting the news about pirates and ghostly nautical Pokemon being decreased, and that one came true now thanks to you. So, hope's the last thing to die, I guess!
