Order: Evade and take cover behind Cottonee, use Growl instead of evading if you don't get attacked
- Evade: 3 Dexterity + 0 Fight + 0 Evasion
- Cover: May reduce damage from ranged attacks (potentially to 0) by having something else absorb the brunt of the blow.  Effectiveness is determined by the size of the object or ally providing cover and the GM's discretion.  Cottonee has an average of 0.3m/1'00" size in the pokedex description.  A Ralts's average size is 0.4m/1'04", though it could also potentially crouch to make itself a smaller target due to its humanoid shape.
- Growl: 3 dex + 0 fight + 0 canalize/contest (as per the GM's judgement.)

Cottonee
Orders for this round: Evade any attacks by enemies; if they both use non-damaging moves, use Fairy Wind against Pikachu again.
Effect: Hopefully taking no damage; inflicting damage if using Fairy Wind.

Damage Roll: 1 Strength + 2 Power +1 because of STAB -1 because of Pika's Growl = 3 (- 1defense, which is my job to do I suppose!)

Cottonee's fleece FLOOMPHS up to maximum size, and the Pokemon drifts slowly toward the Plexiglass.

It looks like Tangela is winding up for an attack, shaking its vines violently, so Ralts takes cover behind Cottonee.
Found some rules about cover on page 49 - it is intended for ranged attacks (which applies) and I think the cover is supposed to be stationary. So I will give you 1/4 cover instead of full body coverage, especially since Cottonee would not only be moving in battle formations, but is drifting with static.

Ralts' Evasion: (1) - 0 successes, sorry.

Cottonee, without waiting for an assenting command from Shiva, floats with all of its might to help Ralts the way Nathan suggested while still evading as its trainer commanded. 
Evasion: 2 Dex + 0 Fight + 0 Evasion
(5)(2) - 1 success, which is not enough to reduce Pikachu's accuracy to 0 (see page 49).

Tangela's vines stream out full length in all directions, quivering. A blinding cloud of powder emerges from the Pokemon's center: by the time the dust has settled, Tangela is obscured by vines again.
Flash:

Summary: Cottonee's accuracy is reduced by 1 and it has an electrostatic attraction to the wall. All other actions failed.
