Pokemon essentially don't have Attributes or Skills or Specialties from the moment they are caught. From then on, they must rely on their trainer's skills at issuing commands.
However, if you have a Tyranitar and you want to move a heavy boulder, it's fine to look him up in the Pokedex and see what his own strength is.
A newbie trainer with 1 Strength commanding a Tyranitar is not going to be able to use Tyranitar's strength effectively in battle.
