Dies Irae, so far it sounds like the Pokerole Admins agree with your interpretation of the rules. The example I was using is apparently actually from an older version of Pokerole when multiple actions were entirely different. So from now on I will start treating initiative and evasion that way, and Pidgey's strategy would have worked against what the Blacksmith did. A smarter thing for the Blacksmith to do (and this can be your headcanon if you like) is to make multiple conditional hold actions.
With our rock-paper-scissors forum adaptation of Pokerole where all actions have to be declared at the start, it should be possible to adapt to any predictable strategy eventually (unless you're entirely outclassed).
