You asked if there were only a few copies - well, it's quite possible there is only one copy of some of these HMs, or none. A normal computer can't copy them - not even a League computer. We just don't have the technology anymore, I guess.
The HMs in other regions have nothing on the legendary Hidden Machines of Creshire. Ours are the originals! The undiluted purest forms of those moves. I hear in other regions they use Cut to take down little trees blocking the path. Ha! My mammy told me, when I was a lad, Creshire's Cut HM could slice through solid steel. In fact, waaaaay back, who knows how long ago, the original League used Cut to slice their way into the King's secret bunker, where even an angry Dragonite couldn't get in.
When a Pokemon learns an HM move, its life is changed forever. Even Surf, the most common HM in Creshire. There's no going back. And it affects the descendants, too - some call it a bit of a curse. Of course, the effect weakens. The energy of the Hidden Machines dilutes over the generations, just like pure blood dilutes. Just like today's Pokemon are weaker than those of old. That Cut that can slice through enchanted steel, hey, maybe it can only cut through stone now. And maybe, in dozens of generations, it would merely be a variation of Tackle used for cutting down saplings, like in other regions."
"By the way, are we waiting on that ex-cop, or moving on?"
"I've texted him, asking where he is and if he's gotten that Voltorb yet. We shouldn't move on without him. If he wants us to meet him somewhere, we can go there. But I'm waiting on a response right now."
