An excellent question, and you're not wrong about the list being small. In fact, it's only one Pokemon long: Corsola. Because it gained an evolution in PU, Corsola now has access to eviolite, which makes it significantly tankier than its evolution. I'd it a great Pokemon? No, but it has a use distinct from is evolution, much like Dusklops and Chansey. Thus, I included it in the data.

As for separating the data into tiers, I could do a quick calc for them, though I think my method is a little crude and overemphasizes 4x weaknesses in comparison to 4x resistances. I would like to do a study based on the work of X-Act, Ignus, and QxC4eva in the future, and will definitely take tiers into account then.
