We figure they are a front for something more sinister, but ostensibly they run a competitor to the Pokedex. So we need to breed a Pokemon that can infiltrate their base as a gift, a sort of sleeper agent. It will be dangerous for the Pokemon, so we need a creature that's tough, sneaky, but desirable to an evil organization. He or she will be trained from birth, and bred specifically for this purpose."
