Wait crap, I was right the first time. Tackle has 5 dice:
2 Str + 2 power +1 STAB.
Glaceon has 3 vitality, so that leaves 2 dice.
Then Conversion 2 brings it back down to 1 dice.
Oh well, let it ride.
