Since Larry know technology well enough to make new programs for the Pokedex, is it actually possible for him to make software that makes it easier for Porygon to hit Pokémon (Increasing its Accuracy Pool, in jest)? The Pokémon literally is data made manifest in the world, so...
It is pure data, but how good of a hacker is Larry? The porygon line has incredibly strong firewalls to keep out most bugs and prevent people from copying the data and cloning the pokemon. (I believe it was Silph Co. that created Porygon and Porygon 2. And they're one of the leading tech developers in the pokemon universe, alongside Devon Corp.)
Plus, modifying code like that carries risks. Backups have to be made, or you could corrupt everything. And again, the porygon line's data is supposed to be impossible to clone.
