Others are more ruthless, of course, because it takes all kinds to make a world.

So, it's fine for Ventus to believe this in character, but being horrified by a Pokemon eating Pokemon is not a knee-jerk reaction or an overreaction. It might be the sign of a more ruthless trainer (Which in this case is 100% accurate!)

Then there's more biases. Pokemon based on vertebrates (Hoothoot) often get more sympathy than a Pokemon based on an invertebrate (Spinarak). This is something Ventus would probably be more interested in, as a sociologist, if he wasn't so proud of his massive Arbok. There will definitely be lots of bias against that Pokemon - after all, it's a Team Rocket classic, and it really does have a tendency toward disobedience. (and it really is somewhat outside Ventus' control - but Ventus would do well to keep this fact a secret).

Considering that Ventus cares deeply for his friends and Pokémon (and is rather Prideful of his relationships with them), comes from an entirely different region (Unova), which has different values and culture then Chesire, lived a rather hard life that shapes his outlook into a more...pragmatic scope, and is basically pioneering a new field (Pokémon Sociology), he's was not going to act  kind to the man that slighted him and his Pokémon. Once Ventus has calmed down, he'll start to realize that maybe letting Apsis eat Hoothoot wasn't the smartest idea in this case (Fluffy Animal Bias), and take some notes down on that to remember for the future. He's still learning, after all.

The fact that he's completely clueless about this region's views on Pokémon Hunting, is desensitized towards the practice (Due to his aformention research and observation of wild predator Pokémon), and most of the party accepts what he does will just leave him in the dark about that facet of this regions cultural views. Nathan might be able to explain it to him, but he has not done so yet.
