Though a good reason for him not doing so is because of the big, scary arbok. It's definitely super intimidating! He was likely too nervous about that confrontation to do anything about it. That's what we'll go with, I think. Now, he needs to talk with Ventus about Arbok. And he WILL do some thing if it happens again.

I thought he was ok with Apsis hunting other Pokémon now? Or was it thinking about the greater picture that bugs him? Ventus probably realized by now that his actions were not the smartest in the situation he was in, but when two Pokémon ganged up on him, he just sorta reacted along with Arbok. That, and at some level he knew that stopping Apsis from chowing down on the Pokémon was going to be a fool's game, since it already showed a strong disobedience streak in the Gym Match and felt that it was EXTREMELY hungry. He could argue that trying to stop her could have done more harm than good in the situation he was in...
