This would make a great drawing. Just a young man with orange hair and a green tweed pullover fishing while being hugged by an Arbok. Totally ordinary.

Oh, and you can also assume that Shiva herself doesn't know about this...Standard Procedure of the Unova League to deal with problematic Pokemon. There is no need/reason for her to know. There once was some sort of trouble with a furious Nidoking, but that belonged to a Trainer. So no burrying alive, luckily.
