No, it's on a round-by-round basis. Here are some examples:
Round 1
Gastly has 3 accuracy dice. He makes one Lick attack.
Accuracy: 3 dice.
Round 2
Gastly makes 2 Lick attacks (or any two attacks, regardless of the move).
1st accuracy: 3 dice - 2 dice (the number of actions) = 1 dice
2nd accuracy: 3 dice - 3 dice (the number of actions, plus another penalty for being the second attack. the second attack is always less accurate.) This would be 0 dice, so he can't even do it.
Round 3
Gastly goes back to making 1 lick attack.
Accuracy: 3 dice.
Round 4 Gastly/Valder levels up his Brawl specialty, and makes 2 attacks. His base accuracy is now 4 dice.
1st attack: 4, -2 = 2 dice
2nd attack: 4, -2 = 1 dice
So now he can do that, but his chances aren't good. If he receives a pain penalization, he'll have to use a luck dice or forgo his second attack. Luck dice are risky, so normally you'd just forgo this.
Round 5
Gastly goes back to just making one attack, so it's 4 accuracy dice again.
In summary: Valder shouldn't even worry about multiple attacks until he can add at least 1, but preferably 2, dice to his routine.
