I don't feel it's unbalanced. If you ever suffered burns IRL, you could know they're serious and can kill a person.
That's won't stop me from Flamethrower being my fox' main damage-dealing attack until he's fully evolved and learns Mystical Fire. And even then, I bet I'll stil enjoy leaving scorching trails. (I'll hold back though in hope not to deal LETHAL burns. .... If I feel like it. Muahahahaha!)
