Well, I think the reasoning behind Machamp and Gengar is that their (average) sizes are a mere .1m/3 inches off the size of their pre-evos. Gengar is slightly smaller than Haunter, and Machamp is slightly bigger than Machoke. That's probably why the writers did it that way.

Dragonite, it's easy to understand their reasoning for, since the average size listed in the 'dex is just over half of Dragonair's. To be fair though, most of Dragonair's 'size' is likely just from its length...
