Excellent write up. I'd almost ditch the scarf set since, as you say, it still won't really outspeed anything and the swift swim set is much better. As for other options, put down HP Ground as one, maybe even over HP Electric. Ground/ Ice is unresisted except for Bug/Ice, but Glavinlug couldn't take down Frosthra anyway due to Quiver Dance, and most things in Uranium are weak to ground.
For Partners, I recommend Sticky Web users like Nimflora, who can set up Sticky Web and switch in to most things Glavinlug is weak to. With SW up, it can abuse its Ice stab more easily.
EDIT: I can conceieve of a Cleric set consisting of Lefties, Natural Cure, Rest, Heal Bell, Toxic and STAB move of choice, but due to the SR weakness I don't know how effective it would be.
