I mean , unlike other LD moves , I find it pretty hard to imagine yyou are able to hope back the full force and energy of an actual volt of lightning !

You're not wrong here... But it's tempting to have adorable playful rodents summon a devasting bolt of lightning, especially if combined with Tailwind and Rain Dance to counter the reduced Accuracy. I think I'd rather have Baton Pass for 44XP before learning Thunder for 42XP, though.
