Shiva entered the Pokemon Center , so it can be assumed that she heal all of her Pokemon to full HP while waiting for Ven to answer her. There , Problem solved !

Healing fainted pokemon takes way more than an hour, though.  So that doesn't quite solve the issue by itself.

The only way around it that I can think of is maybe she waited several hours before heading out to talk with Nathan? That combined with the hour waiting for Nathan to return after all the talks were finished might be just enough time to revive Azu...
