How adding Lethal Damage to Non-Lethal Moves works like this: You target either the head, chest, or a specifc region on the body the would cause fatal damage if it was affected, and use the move on that part. Head is a sure fire target, but it has a -4 Accuracy Penalty on top of any Pain or DEX/Evasion buffs the target has, and they always prioritize avoid Head shots over completing their moves. Unless they are already dying, in which case... Lethal Moves get a 2 Damage Die bonus if they target these areas, but some moves like Dracod Meteor can't get that bonus, due to be a rather pin point limited range AoE that a directed attack.

@Dragonstrike : Level 11! Is something that no one , not even myself, wants to evoke. Unless you have a seriously badass plan to survive a day with that Warning Level or get out of town, its practically game over at that point. The National Guard will rain down helicopters and massive firepower on you, like in GTA!
