Yeah, item usage by the trainer is a trainer action, not pokemon.  That's how I did it in the mew fight, and that's how it's done in Skull Ruins.  Each trainer gets up to two actions like that per round in Skull Ruins (which is why I was using only two X items per round in the Mew fight)

Oh, and don't forget the Wide Lens as well. that's another +1 to Horn Drill's accuracy.
