Shiva is wandering Corsage, guarded by Raphael. Raphael occasionally glows faintly using a quick burst of Sky Attack energy, which he then releases before it fully charges. This helps Shiva see through the mist.

A blue light guides her onto a small, pleasant street behind the main Pokemart (which is also lit with a blue light). This one seems to be a pharmaceutical specialist, however.
