Four Swifts are possible according to my calculation, since the move autohits (unless evaded) even if the single dice in Accuracy Roll rolls no success.
Damage Roll Swift: 4 Strength (2 on default, +2 due to Plus/Minus-ability triggered) + 2 Power of move = 6 D6
Additional notes: Hits both opponents.

Accuracy Roll Charm: 3 Dext + 2 Fight + 2 Allure = 6 D6
Effect: Lowers both opponent's Strength by 2.

Using four Swifts is possible if you have at least 8 dice in your accuracy pool and no pain penalizations or accuracy decreases. (4, 5, 6, and 7 accuracy penalties for each action with 4 actions)

Charm only lowers a single foe's strength by 2, as opposed to Growl's sound based AOE effect.  Also for comparison:
- Play Nice is a single targeting Growl that always hits (and it ignores Shield moves not named Crafty Shield, apparently!), but the core book doesn't mention any of those in-game perks (probably because nobody uses this move seriously, if at all)
- Baby Doll Eyes is a Play Nice with priority instead of never missing

Also, even though I don't expect Shiva to not use Entrainment since she wants to test out the move, I will point out that nullifying Chlorophyll won't shift any initiative. However, getting rid of two dice from their accuracy pool is still very nice.
