Curse takes away one success per roll, from one opponent, at the cost of HP. The big strength is that it affects damage as well as accuracy, so it's like having Charm and Smokescreen up at once. Also, in the base rules, Pokemon have their own Will reserves so it's not a very big cost to them. I think you are making a big deal out of nothing.
