Good that Shiva's not around, because if she would and Chuckles wouldn't be intimudating to her, she'd strongly remind him on the concept of natural magic.

He didn't say there was no magic without pokemon.  Just that there was very, very little.  It's one reason why Nathan's fairly adamant that there's a reasonable explanation for most everything, seeing as he's read more than enough stuff to come to that conclusion.
