Hypnosis uses Dex + Fight + Allure. If you spend 6XP to rank up Allure, or 8XP to rank up Fight, you can actually use Hypnosis. Otherwise, that 4 accuracy penalty is insurmountable.

Allure is a great move for a Gastly trainer, and Fight is useful for all trainers in all fights. After this battle you'll even have enough XP to reach 3 Fight and be almost caught up to Nathan. Or you could do a point in Fight and a point in Allure for 14XP.
