Can I just use Lucky Chant instead of Chant and Howl? Maybe it will soothe the young Wobbuffet. Shiva is leaving direct interacting with Wobbuffet to Ven for now, but is immediately there if needed.
Accuracy Roll: 3 Dext + 2 Fight + 1 Perform = 6 D6
Effect: No Rolls it might affect, but good things still happen at Storyteller's description.
