(I double checked all of Chansey's dex entries. The species isn't really described as being 'empathic,' with only Pearl's 'dex entry even providing a hint that they could be. And even with that one, it only says it won't share its eggs with those that have evil hearts, which is rather vague)
Well then...an 'empathetic' pokemon reading an empath? This could be interesting...Reiner was no stranger to hiding his emotions, after all. If he wasn't, he wouldn't be able to function in public. And Chansey aren't perfect empaths either, unlike, say, Ralts. Or himself, for that matter...yeesh, that was still going to take some getting used to...it was a wonder he was able to stand this close to the crowds right now...

Even seen them turn away a trainer or two before when they came to pick up their pokemon after they'd been brought in by a kinder soul. I wouldn't say it's the same thing as empathy, but whatever description floats your boat, I guess."
Reiner doesn't really see any reason to not cooperate. The officer was being completely reasonable, after all, and he wasn't really outright lying about anything he'd said either.
