Once an appropriately sized area on the floor has been cleared, Reiner summons Dragonair!
"Hello to you, Dragonair. Nice to meet ya."
You were right to make way for Dragonair, for when their form fully coalested in the room, it seemed like the room became 2 times smaller, for the regal dragon was huge. Towering over everyone, the dragon had a distinct aura about it, but it was unlike the prideful majesty that surrounded your Kingdra and other member of its typing. No, its was something much more pure, a sense of self certainty, nobleness, and....calmness, for lack of a better term. This Dragon type had no need for petty trifflings confidence, arrogance, nor pride: he was so sure of its own power and abilities that their was no doubt in its mind that it was a supreme being, one of the most power Pokémon in the world. He turned his long, slender neck towards the other most powerful being in room, and gave a courteous nod of it head to them. It was no a show of submission on their part....rather, it was sign of accepting them as their equal.
Something else was also immediantly apparent about the mighty Dragonair: its blue coat was absolutely sparkling . While it was by no means a Shiny, it appears that whoever breed this specimen caused it to have the same natural luster as their off color counterpart. The Elders might be a bunch of mean,backwards, crockty old men, but they sure did known how to breed a great Dragon type! The Dragonair, once it was done surveying the room it was in, turned its attention of the two human standing in awe of its presence. He took one look at the little girl, before the orbs on his neck glowed, and they conjured up a coat of water on its tail. He then very delicately began to clean off Emily's face, causing her to giggle from the odd sensation it gave her, before moving on to her hand. Cranning his neck down to get a closer look at the girl, he nodded his head in sastifaction, before dispelling the weakened Aqua Tail it was using.
The Dragonair then turn to you , and stared deeply in your eyes, and you felt him read you like an open book. Unlike with with Officer Angelica or Chancey, you new powers had no effect on them as they looked at your very being, judging if you were as worthy as his former caretaker claimed. After an eternity of this invasive experience, you see them nod their head and feel his approval , before a deep booming thought echoed in your skull: My name is Yang, human. You are not yet worthy of my complete power, but I will allow you to prove yourself to me. Until then, give me what I desire, and respect my sovereignty and opinion, and I will listen to your orders. When the time come that you have become a true Dragon Master, I will speak once more, and you will know and hear the great blessings and honor I will bestoy upon you. Until that moment, Chosen of Mew, stroke the flame of passion within you, and be ready to unleash them on the promised day.
With that message clearly conveyed, their presence left your mind, leaving you gasping for breath for a short time. They then used their dexterious tail to hand you a small piece of paper that it tuck away...somewhere, before it glided over to the bed and curled up on it. Mew look a bit ruefully at the dragon for taking up most of the space, but they payed no mind to it as it got comfortable, and began to casually observe everyone in the room, all without a seeming care in the world.

Sorry about this, but unless you want to deal with a very unreceptive and icy dragon, as hard as it is for me to say this, you will have to get these items. Deluxe Mineral Oil and Fine Terry Cloath rag: to polish and groom Yang's scales beyond their normal sparkliness. Yes, its natural, don't question it.
Top of the Line, Highly Nutritous, Energy Pack Dragon type Rations: To sastify his specific dietary needs, and help grow his power further.
Leftovers: They want the ability to continuely heal of damage in and out of battle, rather than rely on potion and Pokémon Centers.
The First Move (Action) in Combat: He wants to access the situation first, then employ what he thinks will crush the enemy. He'll listen to your orders, but he also wants to make his will known as well.
Cost of Oil and Food: $10000 Poke (You already have the Leftovers, so I didn't factor that in the cost!) ; can be bought from a random Vendor at the Festival.
