Maybe they want to try devolving a Genesect to its original form, which is theorized to be Kabutops, and then modify it by themselves customized to their own desires? Their Drives seem to be not (or not yet) real and functioning Drives either, given what the black binder tells. Whatever it is, they're up to something, I know it...
