Uggggrh...is this what it feels like when all your life biggest and worst problem come to home to roost, threatening to do bab babs on you and everything you care about? Because all news I'm receiving right now seems to activity trying my patientence and what little sanity I have, on top of just stressing me to my wit's ends! Its already bad enough that your 'bodyguard' has a Arceas forshaken XENOQUEEN, THE defacto Nuclear type known for rending vast swaths of land uninhabitable and killing/Corrupting any and all lifeforms at the slightest provocation, under his command, so we DO NOT need anymore people getting their hands on them or for the Pokémon to start their own radioactive terraforming efforts!"
"Even if they are non-malicious 'Natural' Nuclear types, they still have to potential utterly and irreparably destroy the balance of life as we know it here in Kanto unless they are permenantly dealt with in some manner. Right now, things are calm and peaceful, and none of those atomic menaces has caused any trouble so far, but if and/or when the moment arises that they want to have the time of their Half Lives...SOMETHING must be done to stop the threat they pose. If need be, that include alerting the other Legendaries about this, and I've already told you what they would do, Reiner... Bottom line, we need to get on this case and work it out so that its can't even be a problem anymore, as believe me when I say that NEITHER of us want Celadon City purged of all life or another war between humans and the Legends!"
"Next thing on your chopping block is the eponomous 'Vampire' Killer and their carde insects under their command. What we know is that they have murder countless by draining the life out of them, have prowling the streets exclusively at night, have a preferance and/or exclusively targets exotic/fit woman, utilize Bug types known for either draining the life out of beings themselves, and is highly competent at evading detection and capture, to the point that their really isn't any solid information as to who or what they are. What we DON'T know is how many they killed exactly, why the heck they are doing this in the first place, why they are in Celadon City to begin with, and what resources/powers to draw upon."
"Essentially, we know juuuust enough to try and hunt them down or lure them out, but absolute jack as to what and how capable they are beside Pokémon preference and a general theme of 'Stealing/Aquiring Lifeforce' , and even that knowledge is spotty and unreliable. While we can certainly began looking for them tonight, especially if that Victim has some coherent and useful information that can get you a solid lead, I say you put this case off until you settle your other FAR more pressing business. You have a meeting with Mina tonight, a fierce battle with your cousin Clair tomorrow, and a deal to negotiate between Team Rocket and Erika. Solve the problems you have now, rather than keep piling them onto your plate, Reiner!"

You seem to have a nack for finding ways to turn what should be impossible odds on their heads, or just overcoming whatever tries to terrorize/stands against you with pure stubbornness and the refusal to give up EVER. That, and you are a rather decent Pokémon Trainer: you DID beat me and Valarie himself in a fair fight, you know, so don't you dare start doubting your power now, or I'll have to give you one hell of a headache to get rid of that attitude! You have the might of the Dragons on your side and Wielder of Legendary and Terrible Power; all you have to do is know how to use it!"
"If you want my advice on how to handle Clair, though...perhaps if you can't reason with her, you can manipulate that violent temper of hers to your advantage? If she's as angry as you described, then riling her up even more in battling just may distract her enough to create opportunities you can exploit, or cause her to explode and lose all sense of common scene and strategy on the battlefield and just try to straight up crush you. Could be a problem if her worst starts gibbing your Pokémon en mass with the brutal force, but they at least become predictable in what they are trying to do! Pride might be another thing you can use against her, like getting her to agree to a honorable battle with stipulations that benefit you more than her, or making her forgo certain moves/strategies because she 'doesn't want to sink to your level'. As for her healing items, if you can find a Pokémon or TM that can teach Heal Block and spam the heck out of it, then all her Full Restores and Max Revive end up like packing peanuts: worthless to her! It may also be possible to use Disable and prevent her from using Items that way, but I'm not quite sure if you could use the move that way without creativity or luck involved. Finally, you could just wait in the shadows until you spot her, trail them until they are relatively alone and unaware of were you are, and just use Mamudo Eclispe to outright kill them when their guard is down, as loathsome the idea of recommending that course of action is to ME. Not ideal if you want to ever rekindle familial feelings between you two, but if its you going to Dragon Jail or turning her head into red jelly..."

Its last owner was a Blackthorn Dragon Trainer about a hundred years ago, so it could have been kept in secret by the Elders of you Clan once he passed away, until its power was needed once more to conquer a truly terrible threat. Which, in this case, would be your Reiner! Flattering, isn't it? Unfortunately, that is one of the Cursed Arms I know next to nothing about, besides it being the Dragon one, since I haven't encountered it myself to see how it works, (Or I don't remember....) and Legendaries that have are either dead or are keeping their traps shut about it. Which is VERY worrisome, since if they are not spreading that info around like the flu, it must be a REALLY bad Ability they don't want to risk it being leaked. Sorry I can't help you out here, but at least you now know she has the blasted thing on them, and its ready to use it if need be..."
