Oh yes - that ability is only available near empowered locations. If it's powerful enough, Moonlight becomes a Complete Heal (6 dice for an untrained Absol) instead of a Basic Heal (3 dice).

So near empowered locations, Absol as a species can use Moonlight and potentially other strange moves...interesting.  Seems like a good limitation on that little trick to make the fight tougher.
