That, and the League want the species line to be as powerful as possible, and doesn't want their Porygons to be inferior to other regions in that regard. Always have to appear strong and progressive in the world, unless you want to be bullied or looked down upon. As for the Z items, if I get enough Rare Pokémon and/or items, I can perhaps get in touch with my contacts, and see if they can't get them for us."
