Heat Wave's usage concerns two main things:

1. Double Battles, as I already mentioned.

2. More power than Flamethrower, and less of an accuracy drop than Fire Blast.  Fire Blast isn't super bad accuracy though, and is quite a bit stronger.

You lose out on the options of Tail Glow and Bug Buzz if you grab it though.

As for Sand teams, Seikamater's only usage on a sand team would be to eliminate mons that would give typical sand teams trouble.  Otherwise, she has no business being on that team.  As for hail teams, same deal, except now she can run Blizzard over Ice Beam.  Unlike Thunder though, no STAB.  My personal opiniion is that rain is the most OP of all the weathers, simply because it boasts so much possible team support compared to every other weather.  Sun is in a close second, Sand is third, and Hail is last.

I just want to point out that the weather wars existed back in BW, and that list of best to worst weather you suspected is factually accurate.
It's what my opinions are mostly based on, tbh.  The rankings remain heavily unchanged though even when the weathers last only 5 turns though.  I'd also include Thunderstorm and Fallout for Uranium's purposes, but they have so few setters that teams based around them are...more niche than hail teams, to be perfectly honest.
